1. What is a community based internet facilitator? In Victoria there are at least 300 community based internet facilitors that provide internet access or training to people on a free or low cost basis. The projects are co-ordinated by community organisations such as neighbourhood houses, community centres and public libraries. Other States in Australia also host a variety of schemes to enable and encourage the uptake of internet and new technologies. 2. Legal issues for community based internet facilitators A community based internet facilitator should be aware of the following legal issues: (a) contracting with ISPs; (b) contracting with web developers; (c) liability arising from common law defamation, breach of copyright and moral rights and online content regulation law; and (d) the operation of the Telecommunication Industry Ombudsman Scheme.
